A report by Rand Corporation states:

“Military forces – not necessarily the American army – may be an essential tool if Al Qaeda decides to engage in an armed conflict. The local military forces have more sovereignty than the United States. They also have a better understanding of the environment where operations are carried out though they may need to improve their capabilities in the long term inorded to be able to fight the terrorist armed groups.

Thus the American forces should keep a low profile or even no presence whatsoever. The American forces can play an important role in the formation of these native military forces and in the building of their capabilities. However, it’s military involvement should be avoided, as its direct involvement in the Islamic societies will lead to an increase of people’s enlistment in terrorist groups”
