During the fifth conference of Al Quds institution in March, 2007 in Algeria, Yusuf al Qardawi said:

“We don’t accept normalization with Israel unless an authentic Palestinian state is created, having its own sky and borders and entertaining the right of self-defense. When such a Palestinian state is created, then we can consider normalization if necessary.”

This serious statement imply that Al Qardawi doesn’t mind recognizing Israel and even normalizing with it as long as a state called the Palestinian State is established on what is left of Palestine.
