In “Civil Democratic Islam” (A Report published by the American think tank, Rand corporation), Cheryl Benard divides Muslims into four categories: fundamentalists, traditionalists, modernists and secularists, and she explains that for positive change in the Islamic world (to promote American version of Islam and uproot the true Islam), “toward greater democracy, modernity, and compatibility with the contemporary international world order, the United States and the West need to consider very carefully which elements, trends, and forces within Islam they intend to strengthen.”

Then she presents the following plan to attain a more democratic, modernist and compatible Islamic World:

1) Support the Modernists first

2) Support the traditionalists against the fundamentalists

3) Confront and oppose the fundamentalists (Mainly Islamic Fighters and Jihadist Organizations)

4) Selectively support secularists
